More assembled than groomed, The Shaggy Dog should do enough tricks and act cute enough to amuse an audience that wants only to have its belly tickled.. The unruly pack of subplots make The Shaggy Dog much more convoluted than it needs to be.. While Cyrus's droll performance (Miley's not Billy Ray's) deserves better material, this is still amply entertaining.. Who cares if it gives anyone over the age of 12 a headache? The state of Hannah Montana is little-girl paradise.. Watching a pack of dogs...
